I have got a new installation of windows recently. Now when I do unpin items from taskbar that were there (IE, Edge, Explorer), they do come back after restart. A pinned chrome does not disappear though e.g.
Anything to fix this issue?
P.S. Just created a new user, and he has the same problem
P.P.S. Sign out is enough to get it back, no full restart needed

First, go the following paths:
C:UsersusernameAppDataRoamingMicrosoftInternet ExplorerQuick LaunchUser PinnedTaskBar
C:UsersPubliccompany nameTaskBar (if this path doesn’t exist, ignore it)
Delete the items that you don’t want to show in taskbar.
Restart computer to see the result.
If no help, backup personal data, remove current account and create a new one, maybe your account is corrupted.

It appears that this was some corporate policy from domain that have done that and it's not possible to turn off that easy, but anyway, domain rules are a possibility when this happens.

The next version of Windows 10 is codenamed 19H1 and expected for release around April 2019. In 19H1, Windows Update now displays an icon in your notification area when you have to reboot your PC for updates.
This new icon was highlighted by Microsoft in a blog post announcing Windows Insider build 18290:
Starting with 19H1, when your device has an update requiring reboot (including new builds we release) you will see Windows Update icon with orange indicator in the notification area (system tray) alerting you to restart your device.
Some people may not like the extra clutter, we think this is a great idea. It’s a more unobtrusive way to highlight updates than a big “You need to restart your PC” message that interrupts what you’re doing. When you see the icon, you know that you should probably restart your PC at some point that day. Consider it an advance warning before Windows Update gets really annoying.
This system tray icon was off by default on our test system. To enable it on Windows 10 19H1, head to Settings > Update & Security > Windows Update > Advanced Options and set the “Show a notification when your PC requires a restart to finish updating” option to “On.”
Right-click the icon and you’ll see options to restart immediately, schedule a restart time, open Windows Update, or temporarily hide the icon.
This latest build also features some other interesting changes, including a microphone icon in your notification area that shows you what app is currently using your microphone.
Microsoft has also added a “Sync now” button and information about when your clock last synced to the Settings > Time & Language > Date & Time screen. This should help if your PC’s clock every gets out of sync—for example, if it fails to update for Daylight Saving Time.
Other changes include To Do integration in Mail & Calendar, fluent design updates for the Start menu, and some updates to the Search and Cortana interfaces. For example, the Search and Cortana panes now support Windows 10’s new light theme.

Press Enter key to close and automatically start the File Explorer.

Yet another way to restart File Explorer in Windows 10
Step 1: Open the Task Manager. Under the General tab, right-click on Windows Explorer entry and then click the End task option. This action will close the File Explorer.
Step 2: Click the File menu in the Task Manager and then click the Run new task option.
Step 3: Type Explorer.exe in the field and then hit the Enter key to start the Windows 10 File Explorer.

Create a desktop shortcut to restart File Explorer
Step 1: Open the Notepad program and paste the following code:
taskkill /f /IM explorer.exe
start explorer.exe
exit
Step 2: Click the File menu and then click the Save button to see the Save as dialog. Type Restart File Explorer as the name and then add .bat to the end of it to save it as a batch file.
Be sure to add the .bat extension at the end of the file name.
Select the Desktop as the location and then click the Save button.
Step 3: You can now double-click on the Restart File Explorer.bat file on the desktop to easily restart the File Explorer in Windows 10.

Before you begin, I recommend that you create a System Restore Point.
1] Restart Explorer process
While it sounds really basic, it has proven to be working for many. If anything gets stuck on the taskbar or system tray, this is the best way to restart explorer.exe.
You should see Taskbar appearing as this will reload the whole Windows Shell.
1] Unhiding it using the Settings App
Launch the Windows 10 Settings app and navigate to Personalization > Taskbar.
Under the main section, make sure that the option labeled as Automatically hide the taskbar in desktop mode is toggled to the Off position.
If it is already off and you are not able to see your Taskbar, just try another method.
2] Disabling Tablet Mode
If the Tablet Mode is activated on your computer, the Taskbar might get hidden due to the System settings. You can try to Turn the Tablet Mode off and check if that fixes your issue.
4] Checking Projection Settings
Hit the WINKEY + P button combination on your keyboard.
