Method 1: Open Windows 10 Sound Settings via Cortana Search

Click the Cortana Search box from the taskbar, type the word sound and then click on the Sound app in the result.
Method 2: Open Windows 10 Sound Settings via Run or Command Prompt
Press the Windows + R key combination to open the Run box, or open the Command Prompt. Type control mmsys.cpl sounds and press Enter.
Method 3: Open Windows 10 Sound Settings by Right-clicking Volume button
Right-click on the Volume system icon in the notification area at the bottom right corner area of the taskbar, click on Sounds from the list.
Method 4: Open Windows 10 Sound Settings via Settings app
Open the Settings app in Windows 10, go to Personalization and then select Themes in the left menu. Click the Advanced sound settings link on the right side of the window.
Method 5: Open Windows 10 Sound Settings from Control Panel
Open the Control Panel in Windows 10. Set the View by option to Large icons, and then click Sound.

Microsoft hasn’t removed the legacy volume mixer yet. At the moment, only the shortcut has been replaced and you can still find the old volume mixer from the Control Panel or by searching for SndVol.exe in Cortana.

Using Vista, in registry editor HKEY_CURRENT_USER/SOFTWARE/..to Profiles/Explorer, the only file I found that was 'weird' was titled 'NoDriveTypeAutoRun'. My volume mixer still won't open, none of the files you mentioned in your instructions to fix the registry were in my list. I bought a registry editor, but it has not fixed the problem either . What else can I do?

What is this registry editor you bought ? There is a perfectly good one within Vista itself.
Above is the link that I used (the instructions that I referred to) in my question. These instructions did not help. The registry editor I bought is 'Advanced Registry Optimizer' by SammSoft. It does not fix my problem. The link you supplied for the Vista registry editor requires me to pay yet again for 'Uniblue' registry cleaner. I can't pay anymore. :( My volume mixer still won't open. (The icon is not missing, I can right click and click on 'open volume mixer' but nothing happens. Also, i am new to this website, and I don't exactly know how to navigate through the forum. My volume mixer will not open. The icon is available in the system tray, but there is no response after clicking. I don't want to pay for a registry editor that you say I can get for free. Please help me understand why the volume mixer in Windows Vista will not open. Where can I download a completely free registry editor for Windows Vista? (They all download free - it's the registration and purchasing part that follows before you can use it that I object to.) PS.. You are confusing registry editor with registry optimiser or registry cleaner. Don't touch those last 2, especially not pay for them. They can cause far more problems than they solve.
Please confirm that you are using Vista.
I guess I am confused. Yes, I own an HP laptop and am using Windows Vista. I know that the registry editor is the main file system that contains all the software and related instructions that make the computer work. I know that it should not be messed with if you don't know exactly what you are doing. I know it's listed in hierarchy order similar to Windows Explorer. As for the optimiser or cleaner, I don't know what they do or how they work. From what I am guessing, my volume mixer will not open because there is something wrong in the registry of my computer. I don't know how to fix it. Can you help me?

Try typing 'sndvol' without the quotes into a run box or the start menu and pressing enter. This should bring up the volume mixer direct. If it doesn't, there's nothing wrong with the registry, but there is something wrong with the file (it should reside in the '%windir%system32' (this should also be typeable, again w/o the quotes and pressing enter, into a run box or the start menu).
Thank you. Fallout 4 favorite mods. I typed 'sndvol' in the run box, but nothing happened. (The volume mixer did not open.) So therefore there must be something wrong with the file. I also typed in '%windir%system32' in the run box, and the windows explorer opened to system 32. There are, of course, alot of files under system32. I looked for anything vol or volume, but did not see anything. Do you know how I can fix this file, or can I download a fresh copy of this file from somewhere?

Done. Verification 100% complete. Windows Resource Protection did not find any integrity violations. Then it returned to Command Prompt.
Volume Mixer still will not open. Volume Slider will not open. I am able to go to 'playback devices', 'recording', and 'sound', and everything appears normal. I do have sound, stuck at 52% volume level. Next??
Okay, I've been having this problem for a while as well and haven't yet found a solution that works. From the way it looks, many people are suffering from this same lost volume mixer in Vista.
Here's what happens on my machine. I right click on the volume icon in the taskbar and select 'open volume mixer'. The little hourglass flashes for the briefest of moment, the menu disappears and nothing else happens. Hours later the volume mixer may open.. and stay open on top of all other windows until I reboot. However, in the task manager SndVol.exe launches every time I double click the volume icon whether the mixer opens or not. I'll end the process from within the task manager and try again. The process launches every time but there's still no volume mixer. I have found that by going to my Sound properties, either through 'right click' on the volume icon and 'playback devices' or through the control panel, and opening my speakers properties I can sometimes adjust the volume under the 'levels' tab. But half the time the properties dialogue freezes when I try to click on Levels. Nothing happens and I just reboot. So, this is quite frustrating as I can't reliably adjust the volume of my laptop. Initially it seemed to me it only happened when I muted my machine. I would mute it an be unable to mute it. But now it happens all the time no matter how I had set the volume.
Any thoughts would be appreciated. I'll keep fiddling with this.
For the time being, if your volume is stuck at 11, just stick headphones in the headphone jack. That way the flat won't be disturbed when you turn your machine on at 3AM.
Wow, sounds like you have had a time with this! So far, I don't have the problem of the mixer opening on top of other windows. My starts out just like yours, just no response - ever. I'll go and check out the volume through the speakers and see if that works. Thanks for that tip. Please let me know if you come up with anything else.

To SHOULDBEDOINGOTHERTHINGS: I just went to my sound folder and found the speakers, and level tab. Yes, that does work. I am able to adjust the volume slider now. That is alot to go through just to change the volume, but at least it's do-able! Thanks again.
Can you change the volume in
1. WMP 2. VLC 3. Mobility Center. (type mblctr in a Run box to bring it up) 4. By scrolling the mouse wheel when playing a song
I haven't tried the Mobility Centre yet.. I'll give it a go next time the volume misbehaves (it's inconsistent which makes me wonder if it's a conflict with another program, but I haven't pursued that option yet).
As for the volume of individual programs, they work fine. Though if the system is stuck in mute, turning VLC all the way up won't change it.

1. Yes, the slider works in WMP 2. Yes, the slider works in VLC 3. Yes, the slider works in the Mobility Center (Thank you for that link) 4. I haven't tried scrolling the mouse wheel yet, but I will. Question: The volume icon in the system tray sometimes disappears, and then reappears. That is where I used to go to change the volume. That is the icon (link?) that is malfunctioning. Now that I have other options that work, I can use them. (thank you) I still wonder why the volume mixer won't open from the icon in the system tray. Does it matter?
I know WMP volume control works in a different way than the Volume Mixer in the system tray (probably VLC also).
This will take many hours in the registry to try and find out the solution. May take me a few days.

I don't know what you are talking about with the 'conflict idea'. This is crounsy. I think that the user 'Shouldbedoingotherthings' was the one having the conflict problem. You told him to start a new thread.
If you are talking to me - crounsy - the only thing I can say is that sometimes while surfing the net I come across programs that have sound but no volume slider. That is when I need to use the volume mixer in the system tray, which is not available. You said that you would have to search for a solution in the registry, and that it might take you a few days. Is that where we still stand?

Computer Won't Open Volume Mixer
I know it pasted 1 year from a last reply. I found something that worked on my Asus, Vista. Had that problem since installed Vista, but only permanently. When my sound icon stuck I just click on it rapidly and then open Control Panel, sound mixer jumps instantly and everything worked perfectly. That happened every couple weeks, but this time nothing happened when I opened Control Panel. So I came to this solution:
Go to Control Panel >> Hardware and Sound >> Sound .. in Playback tab double click on your Speaker icon .. in General tab click on Properties .. in Driver tab click on Roll Back Driver .. it worked for me. Hope this 'll work for you too.. Topic Closed
